In order to revive growth, many suggested structural changes are essential. The Deputy Prime Minster of Singapore, Heng Swee Keat, explained about the cycle of the economy, cycle of debts and how Singapore invested resources to the best seed, approximately 1/3 of the budget into research and innovation, re-structure jobs and help workers learn new skills.

However, barely 10% is proficient in sign language and only 2% of this population officially received education in sign language. While accessibility is a major factor, legality is another issue that is relatively common, especially in developing countries.
